For my part, I really don't think these are a good idea. They change an awful lot of the skills gaining process which has already been overhauled by us moving from GW to the Community edition of the rules.
It's also worth noting that these rules include Ratlings, but only for one gang, so it is incompatible with the other optional rules about ratlings.
I also don't think that the different house options are balanced.
For those that voted yes, is there a specific part of these rules that you liked? If so, perhaps we could find a different way of including the bits you wanted.
